So pulling the hood up and down takes an action - but why would you ever put the hood down? Tin can you but breath h2o when the hood is up?

If the hood is down, you don't get the benefits of the cloak until you employ an action to pull it back up.
A character would probably pull it downward for office playing reasons, since someone with a hood constantly pulled up would probably seem suspicious.
Also, the DM might rule that, because your hood is pulled upwardly, you are limiting your peripheral vision, thus causing penalties to your Perception checks.

To exist clear, ane other thing I was asking was essentially "if the hood is upwards, tin you lot breath only h2o and no longer breath regular air until the hood is down". This would imply that you'd demand to agree your jiff if the hood was up and you lot were outside of h2o, and it would make a stiff incentive to not pull upwards the hood until yous were ready to do some swimming. For now, I'm ruling that yous can still breath normal air while the hood is up, only my players initially causeless they could non, so I idea other people might have the same assumption.

That'south actually a really interesting point, but I believe that you tin still jiff air like normal due to that the wording is "you tin can jiff" and not "you breath" or "you can only breath".
That wording is kinda funny though, might make for an interesting cursed version of the cloak where you have to accept it down to breath air.

If your a rouge or dont listen looking shady or in my case are already not trusted it shouldnt affair. Another point would exist if your stats are like mine you wouldn't be rolling perception checks especially if you have the berserker power that makes information technology where you cant be surprised. One last thing is why non brand information technology a bonus activeness to actuate/deactivate the effect.

My assumption on why information technology would take an action instead of bonus activity is because something similar to Mortimmer stated. Mayhap one time the hood is up either a bubble is created inside the hood similar to The cap of water breathing. Or maybe information technology takes a second to make gills grow from your neck. Another reason I could see it is if you are in gainsay and get thrust into h2o and constricted by say a kraken or another tentacle monster. Information technology would take away the drowning impact of something trying to constrict you lot and drown yous for a turn.

So if a character that already has a swim speed similar a triton or a fighter with the mariner fighting style wears this cloak, does it add an boosted 60 ft of swim motion or just make the swim speed 60?

So does the existence of this detail make the Cap of Water Animate obsolete, particularly for Artificers who tin create both? For a while I assumed this needed Attunement, but information technology doesn't so... Why bother with a Cap of Water Breathing?

My interpretation is that the manta ray tail that is part of the cloak is what allows the character to propel themselves through the h2o at this speed. The dwarf doesn't need to just rely on boot their brusk legs for propulsion.
